A state ethics panel has found a Democratic lawmaker guilty of unintentionally breaking Kentucky's ethics law by using his official position to try to sway a legal decision for a constituent. The Kentucky Legislative Ethics Commission fined Rep. Tom Burch $500 instead of other possible penalties including a public reprimand and more costly fine. Burch acknowledges he was wrong and says he won't do it again. Burch, who is chairman of the House Health and Welfare Committee, violated a law that bars legislators from using their positions to try to win special treatment for themselves or others. Burch wrote a letter on official stationery to three appeals court judges asking them to reconsider a child custody case for one of his constituents. |
